Theo chương trình làm việc tại Kỳ họp thứ 10, Quốc hội khóa XV, sáng ngày 10/12/2025, Quốc hội đã biểu quyết thông qua Luật Đầu tư 2025. Luật gồm 7 Chương, 52 Điều, có hiệu lực thi hành và thay thế Luật Đầu tư 2020 kể từ ngày 01/3/2026.

According to the working agenda of the 10th Session of the 15th National Assembly, on the morning of December 10, 2025, the National Assembly voted to pass the Law on Investment 2025. The Law consists of 7 Chapters and 52 Articles, and takes effect from March 1, 2026, replacing the Law on Investment 2020.

According to Article 51 of the Draft Law on Investment 2025 on implementation provisions, this Law takes effect from March 1, 2026, except for certain cases. Article 7 and the List of Conditional Business Lines stipulated in Appendix IV enclosed with the Law shall take effect from July 1, 2026.

Accordingly, Appendix IV of the Law on Investment 2025 stipulates 196 conditional business lines, a reduction of 38 business lines compared to previous regulations. These 38 business lines are exempt from business licensing requirements as from July 1, 2026.
